Growing: legal, and encouraged to be registered

Felling, transit and sale: permission based
Because the wild species is heavily protected, the state regulates the cutting, movement and sale of red sanders timber even from private plantations. In practice this means applying to the Forest Department for felling permission at maturity, obtaining transit permits for moving the timber, and selling through the government recognised process. Procedures and rules have evolved over the years and may evolve again during a 12 year plantation term, which is why buyers should treat the harvest stage process as regulated and permission dependent rather than automatic.
Export: a further regulated layer
International trade in red sanders is governed by CITES (the international convention on trade in endangered species) and India's foreign trade policy, with export historically channelled through government controlled routes and licensed processes. Cultivated, documented timber is the category the system is designed to accommodate, but export is a specialised, regulated activity, not something an individual grower does casually.
